PROBLEM TO BE SOLVED: To provide a surface-treating agent which does not need a thermal baking process at a high temperature when formed into a thin film for modifying the surface of a substrate, to provide a substrate having a thin coating film comprising the surface-treating agent, and to provide a solar battery panel in which a substrate using the thin film as an anti-reflective film is a glass plate. SOLUTION: This surface-treating agent comprises (A) 0.01 to 3 wt.% (converted into silica) of a silicon alkoxide, (B) 0.02 to 1N of an acid, and (C) 0 to 8 wt.% of water.
