PROBLEM TO BE SOLVED: To provide a method and an apparatus for preparing a seaweed and an algal beds capable of readily controlling mother algae and surely making a withered coastal shallow sea area revive as a submarine forest even when the yield of seaweed adhesion is bad. SOLUTION: This apparatus (A) for preparing the seaweed and algal beds comprises a stringy material (10) mounted on a mooring sinker (11) and a netlike bag (8) mounted on the stringy material (10) in which mother algae (1) collected from the interior of the sea and artificial foliaceous materials (4) are housed in the netlike bag (8) in the apparatus (A) for preparing the seaweed and algal beds for thickly growing seaweeds and sea grasses in the sea such as a shore reef.
