PROBLEM TO BE SOLVED: To obtain a coal briquette solid fuel having high combustion efficiency, causing little environmental pollution and having highly fracture-resistant mechanical strength, formable at low pressures, intended for efficiently making both the desulfurization and denitration of combustion gas associated with coal fuel combustion. SOLUTION: This white-surfaced coal briquette solid fuel is characterized by being obtained by mixing pulverized coal such as a high-sulfur coal of >=0.5 wt.% sulfur content (dry ash-free) with a Ca- or Mg-based desulfurizing agent in an atomic ratio Ca/S or Mg/S of 1-2 followed by forming to produce a composite briquette and then sticking the surface of the briquette with calcium hydroxide, calcium oxide or calcium carbonate; wherein if a black liquor as the pulp industry waste liquor is used as the caking agent, this coal briquette solid fuel obtained has highly fracture-resistant mechanical strength.
