PROBLEM TO BE SOLVED: To provide a daylighting adjusting device capable of being easily installed even to an existing building and a roof-surface daylighting device capable of reducing a temperature rise in a room and the unevenness of the illuminance of a floor face just under a daylighting section. SOLUTION: The daylighting adjusting device 1a has daylighting adjusting plates 2 in which heat-ray reflecting layers 4 and visible-ray adjusting layers 5 are mounted through transparent plates 3. The roof-surface daylighting device is constituted by securing the daylighting adjusting device 1a, facing the heat-ray reflecting layers 4 against a lighting window on the indoor side of the lighting window set up onto the roof surface of the building.
