PROBLEM TO BE SOLVED: To fully and evenly remove a rolling oil from a surface of a rolled metal strip and to avoid the generation of uneven brightness on the surface of the metal strip. SOLUTION: A scratching off member 3, having an axis extended in the cross direction of a metal strip 12 and a cross-sectional shape vertical to the axis being approximately rectangular, is supported by a supported member 4 so that a surface facing to the metal strip 12 is almost parallel to the metal strip 12. The rolling oil is removed from the surface of the rolled metal strip by pressurizing and bringing into face-contact with a pressurizing means 5 capable of pressurizing for approaching, separating and displacing.
