PROBLEM TO BE SOLVED: To provide a fluorinated composite sheet useful for a tent material or a form material excellent in air permeability, lightweight properties, flexibility, release properties, surface smoothness, water and oil repellency, water resistance, stain resistance, corrosion resistance, chemical resistance, resistance to organism-attaching, flame resistance, adhesive strength with other materials, and weatherability, and easy in coloring. SOLUTION: The composite sheet comprises a fluorinated resin film, a heat fusing web including a branched fluorinated resin staple fiber, and a base cloth consisting of a woven cloth or a knitted cloth, combined in this order. The air impermeable fluorinated composite sheet is formed such that the fluorinated resin film and the heat fusing web are combined by heat fusing; the web and the base cloth are combined by anchoring fibers in the web entangled with the base cloth; and the fibers in the web entangled with the base cloth are heat fused to each other.
