SOLUTION: High strength, high fatigue-resistant steel of chemical composition containing, in terms of weight percent, 0.3% or less C, 10.0 to 18.0% Ni, 8.0-16.0% Co, 1.0-5.0% M, 0.10% or less Ti, 0.5-1.3% Al, 1.0-3.0% Cr and 0.0030% or less S and remainder as Fe and unavoidable impurities is produced under this method that features melting and refining in an Heroult-type electric arc furnace in the atmosphere (ambient condition), followed at first by ladle refining in the vacuum refining furnace, and in the next by remelting utilizing one or two of the electro-slag melting process, electro-beam melting process and vacuum arc meting process.</p>
