PURPOSE: A method for producing environment affinitive color clear coated steel sheet with excellent adhesion and wettability without chromate treatment is provided. CONSTITUTION: In a producing method of color clear coated steel sheet which includes the steps of degreasing a steel sheet(1) to be plated; forming a transparent clear primer film(2) on the surface of the steel sheet in a thickness of 3-7μm; and forming a color clear top coat(3) thereon in a thickness of 10-20μm, the transparent clear primer film(2) comprises linear polyester resin 34-38 wt.%, acryl resin 3-6 wt.%, melamine resin 7-9 wt.%, epoxy resin 1-2 wt.%, aromatic hydrocarbon solvent 38-42 wt.%, ester-based solvent 3-5 wt.%, ether-based solvent 3-5 wt.%, isocyanate 3-8 wt.%, acrylic-homopolyer additive 1-3 wt.%. The color clear top coat(3) comprises linear polyester resin 38-42 wt.%, acryl resin 3-8 wt.%, melamine resin 9-11 wt.%, aromatic hydrocarbon solvent 36-40 wt.%, ester-based solvent 2-4 wt.%, pigment 1-3 wt.%, isocyanate 3-8 wt.%, acrylic-homopolyer additive 1-3 wt.%.
