<p>A radio-wave absorber having a high absorption power of high-frequency radio wave and a thin shape. The radio-wave absorber comprises at least one magnetic layer that contains a magnetic material having a fine structure and having a particle size of 1-100 nm. A radio-wave absorbing sheet (2) comprises a magnetic layer formed of a polymer material in which a powder of such a magnetic material containing ferromagnetic elements Fe, Co, and Ni or an alloy containing Mn is dispersed.
