The invention relates to an aqueous topical composition which contains a water-insoluble anti-inflammatory agent, preferably a corticosteroid such as difloras one diacetate, and more particularly to such a topical composition in the form of a gel or a lotion. The composition of the invention preferably contains an essentially alcohol-free solvent and is essentially free of oil-based components.
