PURPOSE: A router capable of performing functions of compressing and encoding a header is provided to perform the stabilization of a system by reducing loads of a CPU mounted in a router, by improving performances of the CPU, and by preventing the transmission delay of IP data. CONSTITUTION: A memory(100) stores operating programs. A plurality of network matching device(200) are respectively connected to a plurality of terminal(1), a router(2) and an IP network(3). In case of receiving IP data, the matching devices(200) respectively transmit the data to a CPU(400). A header compressing and encoding processing unit(300) receives the IP data from the CPU(400) and performs a header compression and encoding of the data. After that, the processing unit(300) transmits the data processed to the CPU(400). The CPU(400) receives the IP data from the matching devices(200) and transmits the data to the header compression and encoding processing unit(300). In case that the data processed are received, the CPU(400) reads a routing processing program stored in the memory(100).
