A film-forming gel which adheres to mucosal surfaces and body tissues and provides localized delivery of a pharmaceutical to a treatment site. The gel includes a film-forming component comprising a water soluble cellulosic polymer and a bioadhesive polymer. The gel also includes a volatile solvent and a pharmaceutical agent.
