The device has a cutter with a pair of cutting blades (101,102) and a stripper with a pair of stripping blades (103,104), both sets of blades moved in opposition to one another, with an angular offset of 180 degrees between each cutting blade and a corresponding stripping blade. Each cutting blade and the corresponding stripping blade may be provided by a common block, the cutting blades having V-shaped cutting edges and the stripping blades rectangular cutting edges.
