A modular thermal insulation panel for sub-floor or wall-fitted central heating has a flat rectangular base (1) with cavities for thermal conduits (3). The cavities are a grid arrangement of channels running parallel to the side edges. Other diagonal channels intersect. Two rows of arched channels are mirror arrangements. The panel also has a surface heating system containing one or more modular panels and a thermo-conductive sheet. The panel is made of a thermally insulating material e.g. polystyrene foam.
