The invention relates to stabilizers used for the copolymerization of water-soluble cationic and non-ionic vinyl monomers to aqueous polymer dispersions that have an improved active content, and to a method for producing highly concentrated polymer dispersions using said stabilizers. The inventive stabilizer is a comb-structured graft copolymer from a cationic vinyl polymer as the backbone and a block copolymer with balanced hydrophilic/hydrophobic properties as the attached side chains, which graft copolymer is formed by ethylene oxide and butylene oxide.
