PROBLEM TO BE SOLVED: To edit a moving picture subjected to compression coding without missing frames required for decoding with a simple configuration and a small calculation quantity an prevent image quality from being deteriorated due to the edit. SOLUTION: In the moving picture edit method disclosed in this invention, when one reference frame or two used for motion compensation of P or B frames configuring a moving picture before edit and a moving picture after the edit without being deleted by the edit is not missing by edit but may cause an error through subjected to the edit processing, a motion vector V' after the edit is retrieved among motion vector around a motion vector V of the P or B frames before the edit, which minimizes difference between a motion compensation image MC (X, V) before the edit and a motion compensation image MC (X', V') after the edit.
