PROBLEM TO BE SOLVED: To provide a luminance signal/chrominance signal separating filtering device of simple circuit configuration for converting the video signal of a first sampling frequency to the video signal of a second sampling frequency, separating the video signal to a chrominance signal and a luminance signal and converting the separated chrominance signal and luminance signal to the original chrominance signal and luminance signal of the first sampling frequency. SOLUTION: This device is provided with a sampling frequency converting circuit, and the circuit converts the sampling frequency by performing counting repeatedly to a number obtained by dividing a number E1(H1) of samples during a horizontal effective video interval (horizontal scanning interval) at the first sampling frequency or number E2(H2) of samples during a horizontal effective video interval (horizontal scanning interval) at the second sampling frequency by the common divisor of E1(H1) and E2(H2), converting the sample value of a signal at the first (second) sampling frequency to a sample value at the second (first) sampling frequency by a digital filter corresponding to the count value and outputting the converted sample value synchronously to an operating clock.
