PROBLEM TO BE SOLVED: To provide real-time traffic jam information to occupants of vehicles, who really need it. SOLUTION: This information providing 10 is provided with a receiving part 12 for receiving the position information of vehicles 40 from a plurality of cellular phones 42; a calculation part 14 for calculating the speed and direction of each vehicle 40, on the basis of the position information of each vehicle 40; a travel recognizing part 16 which determines whether each vehicle 40 is traveling on the road, according to the speed and position of each vehicle and map information; a traffic jam recognizing part 18, which determines that a predetermined area on the same road is jammed, if vehicles 40 determined to be traveling on the road at speeds which are not higher than a prescribed speed are present within the predetermined area by not less than a prescribed number; a presence-recognizing part 20 which determines whether vehicles exist, traveling on the jammed road towards the predetermined area, according to the direction and position of each vehicle 40 and map information; and a traffic jam information transmitting part 22 for transmitting traffic jam information to the vehicles 40, if there is a vehicles. Real-time traffic jam information can be provided to the vehicles which really need it.
