SOLUTION: An error count part 4 measures a second BLER (n) for a second number (n) of times of count less than a first number (m) of times of count, which is a number of times to execute error detecting processing required for measuring a first BLER and a power control deciding part 5, a TPC generating part 6 and a TPC mapping part 7 control the transmitting power of a base station on the basis of the second BLER. |
