PROBLEM TO BE SOLVED: To provide an information recording medium, where the quality of a reproduced signal of a recorded signal is improved, and a method for manufacturing a stamper used for this medium, and to provide an information recording medium, which has rugged patterns having flat bottom faces and different depths, and to provide a method for manufacturing a stamper used for this medium. SOLUTION: In this method for manufacturing a stamper for information recording medium, a photosensitive layer is provided on a base body and is irradiated with a laser beam spot to form a latent image of a pattern, and the latent image is developed to form a first rugged pattern on the surface of the base body, and thereafter, a coating layer is formed on the photosensitive layer to obtain a master disk where a second rugged pattern shallower than the first rugged pattern is formed on the surface of the coating layer, and a metallic layer is formed on the surface of the coating layer of the master disk, and the metallic layer is separated to obtain the stamper.
