PROBLEM TO BE SOLVED: To provide a video recording and reproducing device capable of performing video recording of a program from the start even when video recording is forgotten. SOLUTION: This video recording and reproducing device is provided with a tuner part, a decoding part for decoding image and sound information from a packeted digital signal, a short time video recording part for performing video recording a digital signal for a short time, a long time video recording part for performing video recording of the digital signal for a long time, and a time switch for using signals outputted from the short time video recording part and the long time video recording part as an input and outputting the signals to the decoding part, the short time video recording part and the long time video recording part, and records the signal of a channel where the short time video recording part is preliminarily designated when the long time video recording part does not operated. In the case a program has already been started when a user starts to perform video recording the desired program, the long time video recording part performs video recording of the program from a video recording start point, and when the video recording is reproduced, the short time video recording part reproduces the contents between the start of the program and the video recording start point and the long time video recording part reproduces the contents of the program in succession of the contents reproduced by the short time video recording part.
