IMAGE INFORMATION CONVERSION APPARATUS AND METHOD

PROBLEM TO BE SOLVED: To provide an image information conversion apparatus and method that are suitable for receiving image information (bit stream) compressed by means of orthogonal transform such a discrete cosine transform and motion compensation via network media such as satellite broadcasting, cable television(CATV) and the Internet or for processing the image information on a storage medium such as a magneto-optical disk. SOLUTION: The image information conversion apparatus converts MPEG2 image compression information into MPEG4 image compression information and has an MPEG2 image information decoding section 2 that applies 4×8 down decoding for expansion decoding of the MPEG2 image compression information. A reduced inverse discrete cosine transform section included in the 4×8 down decoder conducts the reduced inverse discrete cosine transform processing while applying band limit to a high frequency component of the discrete cosine transform coefficient to reduce high frequency information of the image.
