PROBLEM TO BE SOLVED: To provide a simple payment substitute system having high security, with a payer not required to visit a payment window when paying an amount of money requested by a claimant. SOLUTION: A payer terminal gains access to a payment substitute shop and transmits the information included in an account received by the payer from the claimant and a request for payment substitution. The payment substitute shop transmits an approval request for paying the amount of money to a financial agency based on the information included in the account received from the payer terminal and pays the amount of money to the claimant when receiving an approval from the financial agency.
