PROBLEM TO BE SOLVED: To promote channel segregation and to efficiently retrieve channels. SOLUTION: When receiving a request of new channel assignment, a channel assignment circuit 206 references a priority table 207 to first designate a slot having a finally end of call to be an idle slot object and to check whether or not a new channel is assigned, and assigns the new channel when the slot is idle. Furthermore, the channel assignment circuit 206 selects idle slot objects in the order of closer time of end of call from a table reference time temporally when channel assignment is disabled to the idle slot objects selected before so as to check whether or not the channel assignment is possible.
