PROBLEM TO BE SOLVED: To transmit an E-mail with an editing possible file to a user who requests the editing of file contents and to transmit the E-mail with an editing impossible file to a user who does not request the editing of file contents. SOLUTION: An attachment file distribution server 101 performs the editing of the E-mail transferred from an E-mail server 102, as a receiver mail designated by TO, generate an E-mail obtained by adding information which indicates that a processing is completed to the E-mail, attaches the file which is generated by converting the attachment file into the editing impossible form (a picture form, etc.), as the receiver mail designated by CC, generates an E-mail to which information indicating that the processing is completed is added and transmits the respective E-mails to the electronic mail server 102. The server 102 receives the E-mail to which information indicating that the processing is completed is added and, then, transmits the E-mail to a destination.
