PURPOSE: A method for generating a voice message having an inserted effect sound and a voice mail service method using the same are provided to write a message by inserting an effect sound or a background music in a text written by a user, to generate a voice message in which the sound effect is inserted, and to transmit the generated voice message to an e-mail. CONSTITUTION: A subscriber connects with a Web server(205) through the Internet via a PC(Personal Computer,201) and writes a message using an identifier designating a text and an effect sound, for transmission to the Web server(205). The message is written by inserting the identifier designating the preset effect sound in the text. The text and effect sound are converted into voice in a TTS(Text To Speech) system(203) and are mixed, and then are stored in a database(206). An application system(202) requests the transmission of an SMS/WAP(Short Message Service/Wireless Application Protocol) message relating to the arrival of a voice message to an SMS/WAP system(207). The SMS/WAP system(207) transmits the SMS/WAP message relating to the arrival of a voice message and a callback number to a wireless terminal(208) of a user. And the user of the wireless terminal(208) connects with an IVR(Interactive Voice Response) system(204) with the transmitted callback number, to confirm and hear the stored message.
