PROBLEM TO BE SOLVED: To provide a banknote discriminator and a banknote discrimination method capable of discriminating a permission card by means of a sensor used for a conventional paper discriminator without any character identification. SOLUTION: A determination convey control circuit 40 of the banknote discriminator 10 is provided with a card determining means receiving a signal detected by a discrimination sensor 19 for determining whether the permission card is genuine or false when the permission card 1 passes through a conveying passage 13, a denomination transmitting means transmitting a denomination signal representing the denomination of the banknote when the inserted banknote is genuine, a permission signal receiving means receiving a permission signal from a commodity management device after the inserted permission card is determined to be genuine and the inserted banknote is determined to be genuine, and a storage transmitting means transmitting a storage finish signal representing finish of storage of the banknote in a storage device to the commodity management device after the permission signal receiving means receives the permission signal. The commodity management device receives the denomination signal and displays a received amount to a purchaser, so that commodity trade can be carried out smoothly with the possible purchaser.
