PROBLEM TO BE SOLVED: To visually suppress image quality degradation caused by unsharpness of the movement in the liquid crystal display and to improve the image quality. SOLUTION: A subtractor 22 computes the level difference of the video signal of the preceding frame stored into a frame memory 21 and the video signal of the newly inputted present frame. Thereby the region where a video image has moved is detected. A subtractor 4 computes the luminance difference before and after the movement in a region which became brighter among regions in which the video image has moved, a region processing block 5 expands, in proportion to the luminance difference, the region which became brighter, and the correcting signal for the expansion is outputted to the liquid crystal display. Thus, image quality degradation is visually suppressed by performing processing for expanding, on the video signal, the region where the video image became brighter.
