PURPOSE: Provided is an apparatus and a method for producing pellet shaped thermoplastic resin foam, by which it is possible to freely change the size of the foam prepared by continuous foaming and cut molding and to produce pellet shaped resin foam having a constant size. CONSTITUTION: The apparatus includes a cylindrical foaming rate control device having extrusion holes formed radially over the dice and fixed to seal the outer surface of the dice; product discharge pipe connected to the bottom of the foaming rate control device and having a solenoid valve therein; a pressure gauge installed for controlling open and closure of the solenoid valve and disposed on the top of the foaming rate control device; a cooling air supply pipe connected to a cooling air supply source for supplying cooling air to the foaming rate control device while applying pressure.
