SOLUTION: A triangular cam 61 is fitted to a drive shaft 11, and a cam driven part 15a, which engages with the triangular cam 61, is fitted to a movable electrode 15. In the driven part 15a, two protrusion s 15b, 15c, which interpose the side surfaces of the triangular cam 61 between and are parallel, are formed. A Geneva mechanism 70, composed of a Geneva gear 71 and a Geneva wheel 72, is arranged near the drive shaft 11 extending outside a container 40. The Geneva gear 71 is provided with a cut-out part 71a and an arched part 71b. The Geneva wheel 72 is provided with a roller 72a, which engages with the cutout part 71a, and a protrusion 72b which touches the arched part 71b of the Geneva gear 71 and locks the rotation movement of the Geneva gear 71.</p>
