PROBLEM TO BE SOLVED: To permit a plurality of clients to view the same moving picture at the same time. SOLUTION: A moving picture reproducing system is the additional facility of a television conference system on the like for discussion by using the moving picture as data. Each of the clients 2 and 7 so provided with an attribute storage part 202 (in the case of the client 2) storing the decoding delay time of a moving picture decoder and the client attribute of delay time by a line buffer and a reproduction control part 201 (in the case of the client 2) measuring transfer delay time in association with a moving picture server storing the moving picture and controlling the start of reproduction of the moving picture from the designated time. The moving picture server 10 is provided with a synchronization control part 203 which measures transfer delay time in cooperation with the reproduction control part of the client and calculates the reproduction start time of the moving picture in the client based on a plurality of client attributes and measured transfer delay time.
