PROBLEM TO BE SOLVED: To solve the problem that even a CM outside its valid period is reproduced. SOLUTION: This recording and reproducing device is provided with an receiving part 101 for receiving a broadcast signal which includes a CM and to which valid period information showing the valid period of the CM is attached, a recording part 103 for recording the received broadcast signal on a randomly accessible recording medium and a reproduction controlling part 105 for reproducing the broadcast signal recorded on the recording medium. The controlling part 105 compares the time of the broadcast signal to be reproduced in a reproduction mode with the validity period of the CM included in the broadcast signal to be reproduced and prevents the CM outside its validity period from being reproduced when the time of the broadcast signal in the reproduction mode is outside the valid period.
