PROBLEM TO BE SOLVED: To provide a uniform fluorescent substance layer, in which luminance degradation due to the defect of fluorescent substance layer form has been resolved, and a high quality plasma display panel, having the fluorescent substance layer. SOLUTION: This applying method, in which a paste made of a fluorescent substance and an organic substance or an inorganic substance is discharged from a nozzle and scanned along the partition wall, and painted on the partition wall. The paste has a storage elastic modulus of 40 Pa or higher.
