PROBLEM TO BE SOLVED: To provide a repeater and a communication system that can prevent deterioration in performance, when consecutive illegal accesses and avoid illegal accesses from being imposed on a terminal connected to a network. SOLUTION: The repeater that is connected to a plurality of terminals to relay communication between an external terminal and the terminals, is provided with a communication control table, in which the access destination address and the access source address are registered in the case of illegal communication access to any of the plurality of terminals, and a relay control section that compares an access destination address and an access source address of communication to any of the plurality of terminals with the access destination address and the access source address registered in the communication control table, relays the communication to a terminal, whose address differs from the access destination address of communication to any of the terminals when the above comparison result shows that they match, and relays the communication to the terminal with the communication access destination address of any of the plurality of terminals when they do not match.
