PROBLEM TO BE SOLVED: To provide a program update management system, that easily updates and manages control programs, while ensuring matching among the control programs or control data for each of ECUs(electronic control units) separately arranged anywhere in a vehicle. SOLUTION: An identifier request processing section of an arithmetic control ECU 1 requests transmission of an identifier uniquely, provided to a control program or control data of each client ECU to each client ECU such as an FC(fuel cell) control ECU 2, and the arithmetic control ECU 1 compares/collates the identifier reported from an identifier transmission processing section of each client ECU, in response to the request with the identifier of the original control program or control data. The arithmetic control ECU 1 transmits the original control program or the control data stored in the arithmetic control ECU 1 to a client ECU, that has the control program or the control data, whose identifier is discriminated as different from the designated identifier by the identifier comparison processing section.
