Stabilizer composition for halogen-containing thermoplastic resins is free of zinc soaps and comprises: (a) cyanoacetyl urea (I); (b) perchlorate; and (c) one or more compounds selected from zeolites, cationic layer lattice compounds, calcium hydroxy aluminum hydrogen phosphites and katoites. Stabilizer composition for halogen-containing thermoplastic resins is free of zinc soaps and comprises, (in parts by weight per 100 parts resin (phr)): (a) cyanoacetyl urea (0.01-0.5 phr) of formula (I); (b) perchlorate (0.001-0.5 phr); and (c) one or more compounds selected from zeolites, cationic layer lattice compounds, calcium hydroxy aluminum hydrogen phosphites and katoites (0.1-3 phr).
