A message processing platform (102) correlates mobile call signaling messages transmitted between a home location register (HLR) (109) and a (VLR) (116) when a mobile subscriber changes locations. The message processing platform (102) generates a change in location indication message in response to a change in location of a mobile subscriber. The change in location indication message is sent to a short message service center (104), which forwards a short message service message to the mobile subscriber.
