PURPOSE: An EL fluorescent multilayer thin film and an EL device are provided to emit light at a high luminance by stacking a fluorescent multilayer thin film and a dielectric thin film. CONSTITUTION: An inorganic EL device is constructed using the EL fluorescent multilayer thin film as a light-emitting layer(3). At this time, a structure may be typically used. The structure includes a substrate(1), electrodes(5,6) and a thick-film insulating layer(2). The structure further comprises a thin-film insulating layer(4) and a dielectric thin film(7), while intermediate layers such as an adhesion enhancing layer, a stress mitigating layer and a reaction controlling layer may be interposed between the respective layers. The surface of the thick film may be improved in flatness as by polishing or providing a leveling layer.
