PURPOSE: A plane conductor reinforced with fiber is provided to form the plane conductor having a constant resistance value by improving an electric characteristic and a mechanical characteristic of the plane conductor. CONSTITUTION: The powder(1) of a conductive material is mixed with a synthetic resin(2). A conductive powder paste is manufactured by mixing the powder(1) of the conductive material with the synthetic resin(2). The conductive powder paste is coated on a reinforcing fiber(3). A plane conductor(4) is manufactured by drying the conductive powder paste coated on the reinforcing fiber(3) after the coating process is completed. The conductive powder(1) is formed mainly by carbon or boron. The reinforcing fiber is formed mainly by the synthetic fiber such as a polyester fiber and a poly-acrylic fiber or a woven fabric of a natural fiber such as cotton, flax, and ramie fabric. A multitude of electrode is formed in a predetermined interval on the plane conductor(4).
