The device is provided as a rail vehicle with a reception platform (1) for the transport track (2), which is provided by a pair of rail chains with successive chain elements elastically coupled together and transverse couplings between corresponding chain elements of both rail chains. The transport track is laid in front of the rail vehicle during track laying and lifted behind the rail vehicle during track lifting. An Independent claim for a track laying or lifting method is also included.
