PURPOSE: Provided are a water soluble cleaner for injection phylon sole which does not contain the carcinogenic material and the VOC regulation material, thereby not only being harmless to human body and but also preventing contamination of soil or air, and a process for producing the cleaner. CONSTITUTION: The process for producing the water soluble cleaner for the injection phylon sole comprises the step of mixing 1-15% of lactic acid, 1-15% of NaCl, 1-15% of butylene di-glycol, 0.02-5% of wetting agent and 0.02-1% of defoamer to 49-96% of water and stirring it. The defoamer is a silicon emulsion.
