PURPOSE: An apparatus for transmitting and receiving a voice message and a method therefor are provided to store a message received in a receiving mobile terminal or a memory of an SMC(Short Message Center) as a PCM(Pulse Code Modulation) format and hear the stored message through a codec without paying a specific call charge. CONSTITUTION: A speaker outputs a voice. A transmitting and receiving unit(2) connects to a duplexer(1) and transmits and receives an RF(Radio Frequency) signal. A voice processing unit(3) comprises a modem(3a) for connecting to the transmitting and receiving unit(2) and modulating and demodulating data to be converted into a PCM type, a flash memory(3b') for storing data compressed as a QCEIP(Qualcomm Code Exited Linear Prediction) by the modem(3a), and a codec(3c) for converting the data stored in the flash memory(3b') and outputting the converted data to the speaker.
