PROBLEM TO BE SOLVED: To provide a care or makeup composition not only hardly or entirely being transferred, not causing importation, having water-resistance, but also capable of being very pleasantly coated, capable of keeping the coat all day long, and capable of providing an attached material having very good retentivity and gloss. SOLUTION: This care or makeup composition for a keratinous material contains a nonvolatile hydrocarbon-based oil having 230-420 g/Mol molecular weight, a nonvolatile silicone compound compatible with the nonvolatile hydrocarbon-based oil, and an inert particle phase.
