PROBLEM TO BE SOLVED: To provide a reheat steam temperature controller for a boiler capable of early detecting the flow rate variation of steam introduced into a reheater and improving the temperature controllability of reheat steam at load fluctuation without a flow rate detector and the like. SOLUTION: In the controller, a difference 26 between a set temperature 19 of steam at the outlet of the reheater and the temperature 24 of steam at the inlet thereof is multiplied by a reheat steam flow rate 28 obtained on the basis of the output 27 of a generator to obtain a heat quantity 29 necessary for the reheater, which heat quantity is multiplied by a correction gain 31 for the heat quantity of gas obtained on the basis of a fuel flow rate command 30 to obtain a gas flow rate 32 necessary for the reheater, based on which flow rate a theoretical reheater gas damper opening command 33 and a reheater gas damper opening command 17 for canceling a steam temperature deviation 20 at the outlet of the reheater are determined, and a correction reheater gas damper opening command 17' obtained by adding the theoretical reheater gas damper opening command 33 to the reheater gas damper opening command 17 is output to a reheater gas damper 6.
