PROBLEM TO BE SOLVED: To prevent snow coverage itself by melting snowflakes falling toward a roof or outdoors and to efficiently melt it at a low thermal energy. SOLUTION: This snowfall melting panel is provided with a pair of multiple air pipes 111 and 112 and a plurality of intermediate air pipes 113 communicated with one another in parallel between them aligned planarly and a synthetic resin-made and air mat-shaped heat radiation panel body 11 having water permeable clearances 114 formed between the respective intermediate air pipes 113. The intermediate air pipes 113 are connected by a netted or linear material such as a connecting net 12. Multiple heat radiation panel bodies 11 can be laid on a surface to be protected from the snow coverage in a connected state via pipe joints 115 and 117. A heated gas is made to pass through the air pipes 111-113 so as to melt the snowflakes falling onto the heat radiation panel body 11, thus preventing the snow coverage itself.
