PROBLEM TO BE SOLVED: To provide a manufacturing method for an irregular reflection plate and a work method for base having irregular reflection characteristics having good construction and manufacturing workability which provides a free design and uniform irregular reflection effect. SOLUTION: Crushed material of glass cullet or liquid crystal film is used as an irregular reflection material and is mixed with a synthetic resin binder, and the mixed material is used as a base material and placed on the road surface in this laying method for the irregular reflection base. Also, the mixed materials are filled in a form, hardened and rapped for producing the irregular reflection plate in this manufacturing method.
