PROBLEM TO BE SOLVED: To provide a high performance electrophotographic photoreceptor such that generation of spot print defects on the photoreceptor can be suppressed only by improving a base coating layer without requiring further improvement in the surface accuracy and uniformity of a conductive substrate as a supporting substrate and that the photosensitive characteristics do not decrease even when the base coating layer is formed with enough film thickness so as to suppress leaking of charges. SOLUTION: In the electrophotographic photoreceptor having the base coating layer, charge generating layer and charge transfer layer on the conductive substrate, the base coating layer contains metal oxide fine particles, thermosetting resin and phenyl quaternary ammonium halogen compound. The proportion of the phenyl quaternary ammonium halogen compound ranges from >=0.1 wt.% to <=5 wt.% of the solid content of the base coating layer.
