PROBLEM TO BE SOLVED: To complete volume reduction through a simple working process and in a short time and to detect the correct timing of dispensing. SOLUTION: A radioactive waste solution containing a salt for taking in crystal water of boric acid or a borate or the like is contained in an evaporator 2 and agitated and heated to draw a gas out of the evaporator 2 so as to enrich the waste solution. A determination is made as to whether or not the waste solution has been enriched to a predetermined concentration, based on the agitation load, the weight of the waste solution in the evaporator 2, and the amount of an enriched solution produced from the gas. When the predetermined concentration is reached, the waste solution is transferred from the evaporator 2 to a solidifying container 23 and solidified.
