PROBLEM TO BE SOLVED: To obtain a coating agent composition free from chromium, capable of thin coating, excellent in rust-preventive properties, water resistance, solvent resistance and processability and exhibiting good adhesion to a metallic material, and a metallic material coated with the same. SOLUTION: The water-based, rust-preventive coating agent composition comprises an olefin/unsaturated acid carboxylic acid copolymer resin containing 1-30 mass% of the unsaturated carboxylic acid component, a basic compound and water. The coating agent composition further comprises a crosslinking agent. The coating method comprises applying this coating agent composition to a metallic material and subsequently treating the metallic material at a temperature not lower than the boiling point of a substance having a higher boiling point between water and the basic compound.
