PROBLEM TO BE SOLVED: To provide a new water-soluble copolymer having a quaternary amino group in the state of inversed emulsion, powder and aqueous solution, a method for producing the copolymer and use of the copolymer as a coagulating agent. SOLUTION: The copolymer is obtained through a monomer composition (totally 100 mole parts) comprising 0-95 mole parts water-soluble monomer A represented by formula (I), 0.20-100 mole parts cationic water-soluble monomer B represented by formulas (II) or (III), 0-60 mole parts water-soluble monomer C capable of becoming an anionic ion by varying a pH, 0-90 mole parts cationic water-soluble monomer D represented by formula (IV) and having only one quaternary amino group, and 0-30 mole parts water-soluble monomer except monomers A, B, C and D [R1, R4, R7, R10 are each H or -CH3; R2 and R3 are each H, a 1-5C alkyl or a (1-5C) alkoxy-(1-5C) alkyl; R5, R6, R8 and R9 are each H, a 1-18C alkyl, benzyl or hydroxyethyl; Xn- is a monovalent anionic ion; A1 is -O- or -NH-; B1 is CH2-CH2, -CH2CH2CH2 or -CH2-CHOH-CH2-; R11 and R12 are each -CH3 or a 2-16C alkyl group; R13 is H, -CH3 or a 2-16C alkyl group].
